PHILADELPHIA, PA − September 15, 2026 – Senator Sharif Street (PA-3) announced today that $7,029,924 in Local Share Account (LSA) grants was approved by the Commonwealth Financing Authority (CFA).
The CFA holds fiduciary responsibility over the funding of programs and investments in Pennsylvania’s economic growth. Unique among state agencies in structure and scope, the CFA consists of seven Board members: four legislative appointees and the secretaries of the Department of Community and Economic Development, the Office of the Budget and Department of Banking and Securities.
“The recent awards to the pillars in our community will allow these organizations to continue the work that creates positive impact on the folks they serve,” said Senator Street. “These resources will help address critical needs and create greater opportunities for Philadelphia residents. I’m proud to support projects that improve quality of life, expand economic opportunity, and make our communities stronger, safer, and more vibrant. The following applicants were approved to receive funding from LSA grants in the 3rd Senatorial District:
North 10 for the Broad Germantown Erie Community Center to serve as the home base for the Broad Germantown Erie Coalition, which North 10 is a founding member. The center will help connect the block of Germantown Avenue commercial corridor to the historic Broad-Germantown Erie intersection – $399,290
Amazing Kidz Early Learning to expand access to quality and affordable childcare through the construction of a new facility on North Street in Philadelphia. The proposed project entails completely new construction from site preparation, complete interior and exterior structure, and fit out of a childcare facility – $250,000
Nicetown Community Development Corporation for the Nicetown Sports Court to provide much needed outdoor recreational space while healing a neighbor through the elimination of underutilized vacant space that has divided the neighborhood for decades. Nicetown plans to construct Basketball Courts, a Bocce Ball Court, a soccer Futsal and a stage area, signage, skate paths and auto and Bus Stop/Bike parking – $500,000
The Business Center for Entrepreneurship and Social Enterprise to complete the second phase of their building renovation project, which will establish a 5,954 square foot manufacturing/training space, located at 4537 Wayne Avenue – $199,558
Bicycle Coalition of Greater Philadelphia to purchase/upfit a truck/trailer with bike racks. The project will aid Bicycle Coalition of Greater Philadelphia by ensuring the staff has the necessary equipment to aid the at-risk youth in the community, who are taking part in the Bicycle Youth Cycling Program by ensuring that additional bicycles can be transported to/from site locations, which will increase youth mentorship opportunities – $69,304
Spring Garden Community Development Corporation to create a new layout that will have meeting rooms, classrooms/offices, storage, business incubator area, food distribution center, accessible bathrooms, kitchens, and stairways – $480,000
Eastern State Penitentiary Historical Site, Inc. for Cellblock 3 Preservation and Activation 2025 to protect this 200-year-old structure from further deterioration and water damage by stabilizing Cellblock 3 in two phases, roof restoration and interior stabilization – $650,000
Nueva Esperanza Inc. and 322 Hunting Park Corporation to support the Latino community through education and economic development, is seeking to renovate their 30,000 SF multi-use facility located at 133 W. Hunting Park Avenue – $350,000
Gaudenzia Foundation, Inc. to redevelop a 20,000 square foot building into affordable special needs housing, specifically focusing on women in recovery from substance abuse who also have co-occurring mental health disorders – $757,459
Mt. Tabor Community Education and Economic Development (CEED) to complete a renovation to a 56-unit Senior Housing Facility. The project includes elevator modernization, window replacements, water infiltration resolution, security, and ADA upgrades – $150,000
Penn Athletic Club Rowing Association (Penn AC) to the construction readiness phase of their building’s renovation and expansion project – $200,000
Mental Health Partnerships for Philadelphia Mobile Outreach Vehicles to purchase three 2026 Toyota Sienna LE 8 Passenger 4 Door Front Wheel Drive Passenger Vans. The vans will be used in the mobile outreach efforts of the Mental Health Partnerships non-profit – $95,000
Progress Trust Inc. for the North Philadelphia Welcome Center to renovate approximately 5,500 square feet of previously utilized office space, spread over two floors – $450,000
Philadelphia Museum of Art for Rodin Museum Exterior Improvements to restore the grounds to a standard worthy of the museum’s prominence on the Benjamin Franklin Parkway – $350,000
The Phoenix Communities, Inc. for Sick Building Syndrome Institute to construct 180 residential units with an office on the ground floor which will house the Sick Building Syndrome Incubator, a workforce training and incubator hub – $200,000
The National Society of Colonial Dames of America in Pa for the Stenton Education and Community Center: Phases II & III to renovate an historic service wing to improve the museum’s visitor service facilities – $400,000
Zion Baptist Church to restore its historic 1973 church building to once again serve as a vital hub for the Nicetown-Tioga community – $400,000

Philadelphia City Treasurer Register Of Wills for Mobile Estate Services Van to purchase and upfit a minivan to aid the Philadelphia Register of Wills and Clerk of Courts, with providing outreach services such as probate intake, inheritance tax assistance, marriage license processing, and estate education – $98,767
Live Good, Inc. for the Ellsworth 2400 Collective in preliminary planning, engineering, and design associated with the redevelopment of the existing 50,000 sq. ft. warehouse, located at 2408-46 Ellsworth Street, Philadelphia, PA, into low-to-moderate income housing and commercial, retail, event, and community cultural space in Philadelphia City, Philadelphia County – $50,000
The Career Wardrobe for the Regional Clothing Distribution Van Project that involves the purchase of a transit van. The Career Wardrobe is a non-profit, with several locations throughout the state, focused on eliminating clothing insecurity by outfitting people for life and work – $50,546
WHYY, Inc. to provide important upgrades to WHYY’s Emergency Warning System which is the primary emergency alert system for the Greater Philadelphia Area – $150,000
Philadelphia City for Shade Structures for Philadelphia’s Heat Vulnerable Playgrounds to address four different heat vulnerable parks that experience the impacts of climate change with higher average summer temperatures and more extreme heat days – $780,000
